I think before this kind of issue can be decided people need to decide what
being a member really means. Do members pay dues? Do members have to
contribute certain things? Do we want a lot of members or only a select few
and what criteria should be used to determine whether someone's "in" or not?

Until people address some of these questions, the idea of restricting things
to "just members" is rather silly. Currently all one has to do to become a
member is fill out a web form (and we don't even verify that any of the
supplied info is correct). Restricting things to just members is basically
meaningless.
