setting xml:base attribute with DOM parser

I am creating an XML document in Java using the DOM factory methods (going from DocumentBuilderFactory to DocumentBuilder to DOMImplementation), and cannot find a method anywhere along the way that allows me to set the xml:base attribute for the document. There are references to setBaseURI() at XML.Apache.org, but no further info - note that I want to write the base URI for my DTD location in the document as I build it, not in the parser that will read it. Any ideas?
